HEAD OF LOGISTICS DEPARTMENT (DCFO LOG)

Responsible to the Chief Fire Officer.
As head of the Logistics Department the DCFO (Logistics) is responsible for the following:
a. Policy on all Logistics and related issues and advising on all logistic related issue.
b. Coordinating the works of all divisions under the Logistics Department.
c. Procurement, storage, accounting and disposal of stores and equipment belonging to the Ghana National Fire Service.
d. Acquisition of land and landed property for the Service.
e. Maintenance of Service property.
f. Provision of accommodation for Service personnel.
g. Dealing with new and on-going contracts.
h. Submit to the Chief Fire Officer’s office, Quarterly and Annual Reports, and Yearly Plan of Action Document.
Undertaking any other responsibility assigned from time to time.

DIVISION UNDER LOGISTICS DEPARTMENT
A. PURCHASING DIVISION
a. He is responsible to the Head of Logistics for liaison and communicating with any supplier wishing to transact business with the Ghana National Fire Service through the purchasing section.
b. Maintenance of both local and overseas suppliers register.
c. Maintenance of register for samples from prospective suppliers.
d. Maintenance of library of catalogue brochures and leaflets from manufacturers and suppliers on their products for references.
e. Conducting market enquiries in both local and overseas markets, obtaining prevailing market prices, with a view of funding or establishing liaison with potential suppliers.
f. On receipt of the items he shall provide the principal Accountant with the necessary invoices for payment action.
g. Liaison with the supply division for delivery and receipt of stores ordered.
h. Handling of all matters related to shipping of Ghana National Fire Service stores.
i. Undertaking any other duty as may be assigned from time to time.
j. Responsible for managing performance, training and development of staff under this section.

B. ESTATE DIVISION Responsible to the Head of Logistics.
Responsibilities of the Estates Division shall include:
a. Management of all estates of the Service.
b. Acquisition of land for the Service and the security of these lands.
c. Provision of plans and other relevant information on proposed land acquisition and construction works.
d. Construction and development of infrastructure and other facilities using the Service task force.
e. Supervision of all infrastructures by contractors.
f. Monitoring on-going projects.
g. Liaison with AESL on all contracts belonging to the Ghana National Fire Service.
h. Maintenance of all infrastructure of the Service.
i. Providing advice to the Chief Fire Officer through the Head (Logistics) on new contracts.
j. Co-ordinating activities of all sections under the division.

C. DEVELOPMENTS SECTION - OIC
Responsible to the estate officer in all matters relating to civil and construction works;
a. Construction of infrastructure and all other facilities using the Service tasks force.
b. Maintenance of buildings, monitoring all new and on-going contracts.
c. Providing advice and necessary information to the Head of Estates.
d. Undertaking any other duty as may be assigned from time to time.
e. Be assisted by construction and maintenance officers.
f. Training and development of all staff in the Development Section.
g. Management of performance of staff.
h. Provision of feedback to staff, on performance.
i. Training and development of staff in the division.

D. VALUATION SECTION - OIC
Responsible to the head of estates on issue concerning:
a. Valuation of all constructional works and providing the requisite advice.
b. Valuation of land and housing acquisition programmes.
c. Training and development of personnel in the section.
d. Undertaking any other duties as may be assigned from time to time.
e. Managing performance of personnel in the section.
f. Providing feedbacks to personnel on performance.
g. Acquisition of rented accommodation and landed properties.
h. Management of Guest Houses, bungalows, quarters and other premises.

E. SURVEY AND TECHNICAL DRAWING
Responsible to the OIC of the Estate Division.
Responsibilities of the section include:
a. Provision of technical drawing on all constructional works.
b. Survey and drawing of plans of all acquired landed property of the Service.
c. Study and validation of all drawing and plans brought to the office from the regions and other organizations.
d. Training and Development of all staff in the Section.
e. Management of performance of all staff.
f. Provision of feedbacks to staff, provision of reports periodically or on request.
g. Undertaking any other duty assigned.

F. SUPPLY DIVISION
Responsible to the Head of Logistics.
The responsibilities of the Supply Division shall include:
a. Advise on any inventory management related issues in the Ghana National Fire Service.
b. Development of inventory management policy.
c. Management of general inventory and related issues.
d. Co-ordinate all sections under the division.
e. Receipt of all stores ordered for the Ghana National Fire Service for storage, control of stocks and issue of stocks.
f. Technical control of the Central Stores and Regional Stores.
g. Organization and procedure in depots, including direction on matter of accounting and the layout of stocks.
h. Convening periodic Board of Survey to board old and worn out items.
i. Auctioning of boarded items and equipment as may be directed.
j. Inspection of all stores in the National Fire Service.
k. Submission of inputs regarding general stores for the preparation of budgets.
l. Training and development of all Store personnel in the Service.
m. Trial of any new item to be introduced in the Service.

G. CENTRAL STORE SECTION - OIC
Responsible to the OIC Supply Division.
Responsibilities of the Officer-in-Charge Central Stores:
a. Receipt and storage of all stocks ordered for the Ghana National Fire Service.
b. Control of Central Stores. Co-ordination of all sections under stores.
c. Liaise with the Supply Officer on the requisition of stock from the stores.
d. Ensure stock taking from time to time.
e. Maintain accurate records on all stock in his possession.
f. Organization of storage procedure at all depots, including directions on matters of accounting and layout of stocks.
g. Assist in convening boards of survey to board old and worn out items.
h. Assist in auctioning of boarded items and equipment as may be directed.
i. Partake in the trial of any new item as may be directed.
j. Responsible for the training and development of all personnel at the section.
k. Managing performance and activities of all staff.
l. Providing performance feedback to all personnel in the section.

H. CENTRAL TAILORING SECTION - OIC
Responsible to the OIC Supply Division.
a. Responsible for the production of all Service uniforms.
b. Co-ordinating activities of all sub-sections and personnel at the section.
c. Managing performance and providing feedback.
d. Ensure the training and development of staff.
e. Undertake any other duty as may be assigned from time to time.
f. Advice on all polices relating to tailoring in the Service.
g. Ensure effective functioning of all tailoring shops in the regions.

I. TRANSPORT DIVISION
Responsible to the Head of Logistics.
Responsibilities of the Transport Division shall include:
a. Maintaining a register of all vehicles belonging to the Service and their various locations.
b. Monitor the serviceability of all vehicles in the Service.
c. Detail transport at the Headquarters level for duties by departments, sections and units as may be required.
d. Maintain a data of all drivers and categories of licenses and vehicles suitable to them.
e. Monitor the activities of drivers and providing feedback.
f. Develop and assign transport schedules.
g. In conjunction with the Training School design periodic training courses and programmes for drivers.
h. Conduct periodic testing of all drivers in the country.
i. Updating of licenses of officers.
j. Registration of all newly acquired vehicles for the Service.
k. Organizing necessary equipment for the disposal of waste to maintain healthy environment.
