HEAD OF FIRE SAFETY (DCFO - FIRE SAFETY)
Being responsible to the Chief Fire Officer, the Head of Fire Safety shall among others, carry through the following:
a. Formulation of general policy on Fire Safety, Fire Prevention, Fire Safety Inspection and Fire Cover Certificate;
b. Ensure the implementation of policies formulated;
c. Making sure that the Directorate provides technical advice for building plans in respect of machinery and structural layouts to facilitate escape from fire, rescue operations and fire management;
d. Ensure proper supervision of all the Inspectorate Divisions, Sections and Units throughout the country;
e. He shall liaise with the Head of Human Resource/Training to ensure that personnel in his Directorate are adequately trained and equipped;
f. Ensure that all monies received by the Directorate are properly handled as provided by directives of the Service;
g. Submit to the Chief Fire Officer’s office, copies of Quarterly and Annual Reports, and Yearly Plan of Action Document.
DIVISIONS UNDER FIRE SAFETY DEPARTMENT(NATIONAL HEADQUARTERS LEVEL)
i.FIRE EDUCATION DIVISION - OICa. Accountable to the Head of Fire Safety on issues concerning fire education and training of occupants at Industrial and Factory Premises, Community Education, Market Education, as well as education at Public Places of Assembly, Educational Institutions, Offices and the like:
b. Shall advise on policy regarding fire prevention duties;
c. Shall ensure that prevention duties are carried out throughout the country and report on activities, preferably on quarterly basis, are submitted to the Head of Fire Safety;
d. Ensure that extinguishers on premises are functioning, and are serviced by authorized dealers;
e. See to the inspection of hydrants and records on their serviceability.
ii. INSPECTORATE DIVISION - OIC
a. Accountable to Head of Fire Safety for all matters relating to the Inspectorate Division;
b. Advise on policy affecting the Division;
c. Ensure that annual re-inspection of premises are carried for renewal of Fire Certificate, as well as re-inspecting of completed projects to establish whether Fire Precaution Requirements on the Fire Plans and in Reports are complied with;
d. Actively ensure proper supervision of all the Inspectorate sections and units in the country;
e. Ensure that buildings and building drawings are inspected and Fire Certificates prepared for Chief Fire Officer’s signature;
f. Provide technical advice for buildings plans as stipulated by the Ghana National Fire Service Act 537 of 1997 (See “c” under Head of Fire Safety);
g. Ensure timely training and re-training of technical Officers and other personnel under his Division;
h. Ensure that hydrants and other utilities such as electricity, water, aerial and ground obstructions, exposures, accessibility, etc., are duly analysed;
i. Ensure that visits are made to existing structures and assessment made on utilities and accessibility, with findings and reports submitted to the Head of Fire Safety;
j. Provide monthly or quarterly report on performance and activities carried out to the Head of Fire Safety.
iii. CERTIFICATION DIVISION - OIC
Accountable to the Head of Fire Safety for:
a. All matters concerning Certification;
b. Advice on policy regarding Certification;
c. Whether Certificate should be issued, based on reports received;
d. Forwarding document(s) to the Head of Fire Safety for further scrutiny and onward transmission to the Chief Fire Officer for signature;
e. Ensuring proper documentation of all Certificates issued, as well as providing a monthly or quarterly report on performance and activities carried out to the Head of Fire Safety.
