To provide technical, operational and administrative leadership for the efficient and effective performance of the Policy Planning, Monitoring and Evaluation functions of the Service


  1. Provides input for the formulation of policies
  2. Ensures the implementation of programmes and activities of the Directorate
  3. Ensures the efficient and effective management of the human, material and financial resource of the Directorate
  4. Ensures the conduct of impact assessment
  5. Ensures the development and maintenance of a comprehensive database on the programmes and activities of the Service
  6. Coordinates the development and review of the Service’s monitoring and evaluation framework, systems and tools
  7. Ensures the development of  performance indicators for programmes and activities of the Service
  8. Coordinates the monitoring and evaluation of the Service’s activities
  9. Ensures the implementation of recommendations contained in audit reports
  10. Collaborates and builds relationships with stakeholders in carrying out the functions of the Directorate
  11. Coordinates the development of the strategic plan for the Service
  12. Ensures the preparation,  implementation and review of the Ghana National Fire Service  Policies
  13. Coordinates the preparation of the Service’s Medium-Term Development Plan and Annual Action Plans, in accordance with the National Development Planning Commission (NDPC) guidelines
  14. Ensures the preparation of the Chief Fire Officer’s annual guidelines
  15. Ensures the preparation of the annual and other periodic reports of the Service
  16. Ensures the preparation of annual and other periodic reports of the Directorate
  17. Ensures the preparation of the annual work plan and budget of the Directorate          
  18. Oversees the implementation of the Performance Management System within the Directorate
  19. Supervises and appraises the performance of immediate subordinate staff
